Under the European Regulation there are many cosmetic products with very low amounts of acidic components (such as glycolic acid, trichloroacetic acid, salicylic acid, lactic acid, etc). Active ingredients in higher concentrations (such as in the case of chemical peels, where concentrations are as high as 10-15%) are not allowed under the European regulations of cosmetics. How to proceed in these cases? In Spain, there’s a special category as “Hygienic Products” where chemical peels are included, but how to proceed in other European countries? Should it be regulated under the medical device directive or new medical device regulation? Should it be considered a drug?
