looking for institute that can do vitamin studies

We were invited by the National Science Foundation to submit a proposal for funding for our drug delivery technology platform (multiple patents granted, proof of concept completed) . Objective: doing vitamin trials to document the bioavailability/pharmacokinetics and the advantages of our device, delivering liquid vitamins, supplements and CBD device through the buccal mucosa lining becnmarking it against swallowing pills/conventional vitamin sprays/sublingual patches.
Must haves:
– Have experience carrying out SBIR/STTR projects
– Fulfill the requirements/certificates/registrations set by the STTR/SBIR (The STTR Policy Directive requires that the applicant small business include an eligible research institution as a subawardee on the project budget. The partner is typically either a not-for-profit
institution focused on scientific or educational goals (such as a college or university), or a Federally-funded research and development center (FFRDC). A minimum of 30% of the award must be performed by the partner research institute
– For Phase I animal testing with rabbits is required
– can do attitude
– work on tight timeline
nice to have: license to carry out CBD trials
